I encourage complete removal of water-taking permits for bottling and export purposes. Water in the watershed is not a "resource" but is rather an essential constituent part of the public commons. Water is not a "vital resource" but is life. As life, it is intimately connected to all parts of the creation cycle and is not separable into reification category as a "resource." Thus terminology is the first fundamental element of corrective address. The second element is recognition and designation as inherently interconnected and enmeshed into all life in the watershed. Hence the simple consideration of removal of water is the same as speaking of the removal of life. This must not be on the table for any other purpose than clarification; not sale or commercial removal from the watershed.
Where total aquifer mapping is non-existent or incomplete, completion is a sine qua non of any further considerations.
