I think this regulations is lacking in long-term environmental thought.
The consequential costs of the regulation have not been properly evaluated and presented to the public.
The short term attempt to hide the project by removing the expensive infrastructure (foundations, access roads, etc.), is wasteful; in that this infrastructure might very well need to be re-established in the not to distant future, i.e. when economic necessity or alternative government policy requires the resurrection of the project.
