I am a driver, cyclist and a pedestrian in downtown Toronto. Removing bike lanes, particularly those that get heavy use, won't send cyclists to other streets; it simply makes things more difficult and stressful for drivers and more dangerous for cyclists. Cyclists are already getting seriously injured while using bike lanes. Removing them entirely will kill people, point blank. An incredibly short-sighted policy that does not actually meet the needs of people who are using these major arteries on a daily basis.
