This proposal is completely unacceptable. We have a duty to protect cultural heritage, and this would sabotage our attempts in doing just that. Most importantly, we would be regressing in our duty in actively working on Truth and Reconciliation with the local Indigenous communities and making sure their history is preserved. This proposal also endangers the work of archaeology in general by a large margin because exempting archaeological assessment from projects deemed as "provincial priorities" would cover a large umbrella of projects. Since archaeological assessments are already seen as a nuisance for developers, projects will certainly make effort in to fitting whatever criteria would be made to be deemed a "provincial priority" — therefore many future projects would get to avoid any archaeological assessments and thereby reducing how much cultural heritage is protected.
