This would be the most foolish approach to conservation yet. Urban densification of existing places feels like the most logical approach. Rather than destroying the natural world that remains.
To change the process of determining where is ok to build around nesting is counter to how animals function. They live in a ecosystem, not just a domicile. They need land to eat, fly etc. This is actually insane to push forward with unfettered sprawl, our clean air and water, our ethical desire to not contribute to more animal extinction etc.
Please do not do this. Leave the act as is. For the sake of the future.
Put the animals rights who cannot consent to this or even your own children's futures, since they too cannot consent to this, first. We have so many other options to build and grow, with gentleness and with profits, in places we have already destroyed for the animals.
The system we have now is already too relaxed in terms of protections. Please don't lessen it further.
