There are many areas for concern in this proposal:
I am concerned about the definition of habitat. As anyone with even the most basic understand of wildlife knows, depending on the needs of a species, habitat must allow for much more than the "area immediately surrounding a dwelling place". Removing "harass" is ill-advised.
Ideally, Ontario needs to be taking care of its own environment and not relying on federal legislation; although, it isn't necessarily a bad thing to have some duplication across legislation, especially when it comes to the protection of endangered species.
While I support the encouragement of volunteer activities to address issues with endangered species, they are not a replacement for robust legislative protections.
Allowing projects to begin immediately following registration and before any review or issuing of permits opens up many areas for concern. Once projects start, in many cases, the damage will be done. Removing the requirement for a recovery plan is reckless.
