I am gravely concerned about the impact on sensitive species if these changes go into effect. It sounds like a green light to impact or destroy habitat without having to go through environmental assessment processes. Giving the government control over what species are even listed as at risk is also concerning. How many ecologists and biologists with expertise in the field will be making this decision if it is left up to a government committee. Probably none. It sounds like a loophole being set up to bypass environmental stewardship in the interest of urban development. It is deplorable.
