Bypassing the requirements to do an archeological assessment would be absolutely horrendous. Bypassing this step could mean destroying Indigenous burials or artifacts, as well as historic artifacts. This would cause a rift with the Indigenous peoples, rightfully so, after so much work has been put in to mend the relationship after so much harm was already done to them by the hands of the government. It is my understanding that along with this section of the act, that a bypass of protection for vulnerable species would be put forth as well. There has been so much research out in to show the importance of saving these vulnerable and protected species. It helps our environment which in turn helps people. Allowing for a development to occur on land where a vulnerable or protected species is living would cause detrimental harm to the environment. All for a quick buck for developers. This monetary savings would not make it back to the people paying the developers, they would find a reason to maintain high costs. As seen with other greedy corporations when taxes have been cut to lower the cost - the corporation puts it right back up. And as seen with this conservative government before, they are only in for the their friends to make more money with no regard for the environment, or working class people.
