In general, I am neither for nor against the moratorium of issuing permits for long term water takings for bottled water, however, I do feel that including pumping tests in the moratorium is counterproductive. Pumping tests could be used to provide scientific data which would help illuminate some of the issues surrounding bottled water takings. By not allowing proponents to undertake testing, the moratorium is hindering science based decision making regarding these types of takings.
