There is no specified definition of the purpose of these SEZs or the criteria to be used to justify their designation. The government can exempt trusted companies or projects from normal rules, like:
o Municipal by-laws which may have been established for very good reasons
o Environmental rules developed to ensure sustainability of our lands, waters, etc
o Other legal requirements – this is not defined, meaning that any Ontario laws could be overridden by the government with no justification or recourse
• The rules can also be changed or modified just for those companies or projects in the zone.
• Legal suits over these exemptions or changes are significantly limited. Certain legal claims (causes of action) are wiped out—they can’t be brought to court.
