I am writing to express my strong opposition to the proposed changes under Bill 5, which would eliminate the requirement for a Comprehensive Environmental Assessment (EA) for the Dresden landfill and instead rely solely on an Environmental Compliance Assessment (ECA).
This change is unacceptable, especially in the case of the proposed landfill 800 metres from our town. We were explicitly promised a full Environmental Assessment, and removing this requirement is a betrayal of public trust and environmental responsibility.
Environmental Assessments and Compliance Assessments Are Not the Same
As the comparison chart clearly shows, the EA and ECA processes are fundamentally different in scope, transparency, and public accountability:
• Public Participation: EA requires public notice and input at multiple stages, including the Terms of Reference and EA submission. ECA offers no opportunity for public input on key decisions, including the Ministry’s final decision.
• Municipal and Indigenous Consultation: EA requires municipal support and Indigenous consultation, ensuring local communities have a voice. Under ECA, neither is required.
• Environmental Impact Analysis: EA mandates a detailed assessment of environmental effects, mitigation measures, and alternatives. The proposed ECA does not even require an environmental effects analysis or meaningful mitigation planning.
• Transparency and Accountability: EA processes include comprehensive documentation, including cultural, archaeological, and socio-economic assessments. ECA omits many of these, including traffic studies and cultural impacts.
• Appeal Rights: Under the EA process, any person can request referral to the Ontario Land Tribunal. Bill 5 would remove this option entirely.
This change strips away essential environmental protections, shuts out public voices, and prioritizes speed over safety. A landfill project so close to a town—800 metres away—deserves the full scrutiny that only a comprehensive EA can provide.
We urge the Ontario government to honour its commitments to communities and the environment. Do not pass Bill 5. Preserve the full Environmental Assessment process for landfill developments.
