It seems premature to open up hunting on the double-crested cormorant based solely on the opinion of "some groups (commercial fishing industry, property owners) and individuals". At the very least, there needs to be more rigorous, thoughtful analysis of the risks before giving a small minority the ability to decimate an important native species of bird.
