I don't support this proposal.
Generalizing exemptions for at-risk and endangered species and ecosystems is unnecessary.
I might support specific exemptions or exclusions, but that support would depend on transparency, public consultation and science.
The specific circumstances are important. The risk for fragile ecosystems are too great to support such simplistic governance of exceptions.
