This act is not acceptable. It guts the environmental assessment process for species at risk especially if activities destructive to habitat, etc. can take place before any review. By then, obviously, it is too late. Habitat cannot be defined as just the place where 'nesting' or birthing activities take place. That would be like saying that a human's habitat is just where their house is and does not take into account food sources, 'work' activities, kinship and friend networks, etc. What good is one's house when all the land around it is bulldozed? We, as members of the biosphere, have to figure out ways of living together harmoniously even if it does impact economic development in the short or long term.
