The overall approach of build first-fix later to the proposed changes to the Endangered Species Act, 2007 are short-sighted. It is not well thought through and merely provides short cuts to project development without taking any consideration of the species the act is trying to protect. The proposed changes to this bill are unreasonable. There must be stronger accommodation built in to ensure steps are taken in the planning stages to protect species at risk. Once the measures are taken into account in a solid plan, then and only then, should a project be allowed to proceed.
