There is absolutely no discussion of enforcement in the proposal. This makes it seem like any claims that activities would "still need to follow established requirements" (which would now be dictated case by case, it seems? A terribly inefficient option) are hollow promises at best, if not outright deceptions. And any item stating that "the government" could unilaterally change regulations or the status of a species' need for protection, should be nixed entirely. What a preposterously authoritarian suggestion!
