With regards to the “Special Economic Zones Act” in Bill 5, we are gravely concerned regarding the potential for laws, regulations, and instruments of the province and municipalities may be suspended to enable development. These laws have been put in place for the protection of the public and to ensure that those who make decisions are accountable and the process is transparent. Public accountability is in the best interests of each community and government decisions must be enacted with care to prevent harm. The civil liability of governments, to the decisions made, is critical to protect communities and support careful consideration of consequences born by the public.
Because of the potential serious impacts of this change and others, we strongly recommend that Bill 5 be withdrawn.
