Crazy that this type of project could potentially go through without a proper environmental assessment. Think of the impacts it will have on the town, the environment, the waterways, the ecosystems. It should not be located so close to a town to begin with. At the bare minimum an EA needs to be conducted but by the sounds of it this company needs to be looked into for its ethics.
