I strongly oppose the proposed changes within Bill 5 that would remove the environmental assessment requirements for the York1 Environmental Waste Solutions Ltd. waste disposal site project located near Dresden. This opposition is firmly rooted in the significant lack of community consent for the project and the well-founded concerns regarding the substantial potential for adverse environmental impacts, particularly on the ecologically sensitive and highly biodiverse Sydenham River ecosystem and its numerous species at risk. We implore the Ontario government to carefully reconsider these proposed amendments to Bill 5. Maintaining the mandatory requirement for a comprehensive environmental assessment under the Environmental Assessment Act for the York1 waste disposal site project is absolutely essential to ensure a thorough, transparent, and scientifically sound evaluation of all potential environmental and socio-economic risks. This process is crucial for the proper consideration of alternative project designs and locations, the development of robust and effective mitigation measures, and the facilitation of meaningful and substantive public consultation with the directly affected community. Robust and rigorous environmental oversight, which includes the mandatory application of comprehensive environmental assessments for development projects that carry the potential for significant environmental impacts, is of paramount importance for safeguarding the long-term health, well-being, and prosperity of Ontario's communities and for the responsible stewardship of its invaluable natural resources. Expediting project approvals at the expense of thorough and independent environmental review not only undermines public trust but also carries the inherent risk of causing lasting and potentially irreversible environmental damage. In the case of the York1 waste disposal site project and its proximity to the Sydenham River, we firmly believe that the precautionary principle must prevail, and the highest level of environmental scrutiny must be maintained to protect this vital ecosystem and the rights and interests of the community. We urge the government to uphold its commitment to environmental protection and to listen to the clearly expressed concerns of the citizens of Dresden and Chatham-Kent by ensuring that the York1 project is subjected to a full and comprehensive environmental assessment. The government's decision on this matter will have far-reaching implications for environmental protection and community engagement in Ontario. Approving the removal of the EA for the York1 project could set a dangerous precedent, signaling a willingness to prioritize economic expediency over environmental sustainability and local democratic processes. Conversely, maintaining the EA requirement would demonstrate a commitment to responsible governance, environmental stewardship, and respect for community concerns. The long-term social, economic, and ecological costs of inadequate environmental review could far outweigh any perceived short-term benefits from expedited approvals. The government has an opportunity to demonstrate its commitment to a balanced approach that protects both the economy and the environment, and we strongly urge them to choose the path of responsible environmental oversight in this critical decision. The extensive documentation of community opposition and the significant ecological risks associated with this project, particularly to the Sydenham River, underscore the critical need for a comprehensive environmental assessment. The removal of this crucial step not only disregards the community's desire for transparency and scrutiny but also deviates from established best practices for landfill development in Ontario and other jurisdictions. Therefore, we strongly recommend that the proposed amendments to Bill 5 be revised to ensure that the York1 waste disposal site project remains subject to a full and comprehensive environmental assessment under the Environmental Assessment Act.
