I do not agree nor do I support any of these proposals.
The new habitat definitions are too narrow and will not adequately protect the full scope of habitat requirements a threatened or endangered species needs not just to breed but to forage, migrate and raise young and sustain current population levels.
Allowing activities to proceed immediately following registration will not adequately protect the species nor it's habitat. The current permit requirements need to continue to ensure species and habitat protections are included in the planning of activities before activities commence and have been approved to ensure they meet all requirements. Part of the review process ensures that surveying for species presence or absence is carried out at the proper times of the year.
Eliminating the requirement for recovery plans means that species population levels will continue to decline this is again removing protection from threathened and endangered species.
Penalties for failure to comply or for distruction of habitat should be a combination of monetary penalties and restoration of habtiat.
