I believe that it's important for local governments to be able to protect their communities against:

- any environmental degradation that impacts on the thriving of indigenous plants, animals and people;

- increasing pollution and unnecessary waste;

- actions that inhibit the preparation for the incoming climate changes.

Municipalities are each in a unique mix of historical, cultural, geographical and environmental factors and should each be allowed to require any reports they deem necessary to ensure that builders are following their rules to:
- make homes more environmentally sustainable,
- more resilient to extreme weather,
- and more affordable to heat and cool.
