The proposal is amazing to help curb the costs of small businesses that could go out of business due to extensive cost of collecting, managing blue box materials.

Additionally, it is very confusing that there is a criteria for Minimum Management Requirement but all the PROs in Ontario bill you based on Supplied Data, rather than Minimum Management Requirement.
I think this process is redundant and doesn't make sense to have a Minimum Management Requirement where all the PROs in Ontario don't follow that.

It is my humble suggestion to either have these laws amended to reflect collection, management requirements based on the complete Supplied Data or advise the PROs to use the Minimum Management Requirements to calculate obligated costs.

This should be a joint venture where all Suppliers of Blue Box Materials should participate in the collection, management requirements rather than producers that are above the threshold. This can reduce the burden on small businesses further.
