RE: Amendments to the Blue Box Regulation (ERO #: 025-0009) and the Resource Recovery and Circular Economy Act, 2016 (ERO #: 025-0536)

Civic Administration at the City of London appreciate the opportunity to provide feedback on the proposed amendments to the Blue Box Regulation (ERO #: 025-0009) and the Resource Recovery and Circular Economy Act, 2016 (RRCEA) (ERO #: 025-0536). The submission date of July 4, 2025 did not permit the ability to obtain a Council Resolution on this matter as our reporting system requires a report to Standing Committee before it reaches Council.

The City of London has been very involved in the development of the joint submission from the Regional Public Works Commissioners of Ontario (RPWCO) and Municipal Waste Association (MWA). Kelly Scherr, Deputy City Manager, Environment & Infrastructure at the City of London, is the Chair of RPWCO.

Rather than create a parallel submission, the City of London fully endorses the details in the RPWCO/MWA July 3, 2025 submission as it reflects municipal staff positions from across Ontario, those of Civic Administration at the City of London, and are consistent with corporate reports that have been approved over the years by London Municipal Council.

We are always open to further discussion, providing additional background details and providing insight to ensure a seamless and cost effective transition of the Blue Box Program.
