The Municipality of the Town of Renfrew, opposes the removal of the planned expansion to service Multi-Residential Buildings, Schools, and Specified Long-Term Care Homes and Retirement Homes. These sources create a considerable amount of material that could be diverted from our municipal landfill thorough the bluebox recycling program. Prior to transition, while the Town of Renfrew's recycling program was able to service these sources either fully or partially, without significant effort or additional costs. Producers have considerably more resources than the Town of Renfrew, therefore I cannot understand how Producers claim that servicing these sources will impact the long-term sustainability of the program.

The Town of Renfrew opposes the removal of beverage container collection for ICI sectors, rather the Town would like to see that collection of all bluebox material be expanded to all ICI which will increase the economy of scale making the program more cost efficient per tonne collected, but also more effective as recycling needs to be a part of all aspect of our lives, including while at work or community facilities (i.e. ICI / non-eligible sources).

The Town of Renfrew agrees that public space collection will be difficult and will lead to material contamination. The Town of Renfrew does not oppose the removal of public space collection for Producers as the proposed collection locations were inadequate to begin with.

The Town of Renfrew opposes the delay of recovery targets by 5 years. The Town would support a smaller delay of less than 2 years, or a staged set of targets to work up to the desired recovery targets. "Best efforts" are not adequate to ensure Producers are taking responsibility for the products the provided to Ontario consumers and diverting these products from municipal landfills.
