Originally, the city entered into a real estate transaction with a third party to sell its land and catalyze the area as part of urban renewal. It appears one goal was to help the city's housing agency renew part of its housing portfolio to enable construction of new units as part of discounts on a sale price. The Ministry should consider this MZO and all of the tools at it's disposal to ensure progress is made. At a high level, these were government lands and now the government is losing its opportunity to execute on its deal because of delays. The government should use it's privilege and knowledge of applicable tools like the MZO to achieve the deal it set out to accomplish.
