I am hoping that if you consider transferring this beach/habitat to the community you will include enforceable conditions incentives to comply and penalties for noncompliance.
The issue is the incredibly small population of Great Lakes piping plovers that are in danger of being wiped out from loss of habitat.
These plovers have gained some popularity in recent years as more education and outreach has occurred. The deserve protection o their own merits.
But, these plovers also help keep areas protected and wild, and that helps other species. They bring in tourism. They also are incredibly interesting to study and help with international scientific communication.
Please consider this when you are make the decision to change ownership of this land. After all, it was occupied by the piping plovers long before people showed up.
