I strongly oppose the proposed regulation that would allow companies who own water permits to transfer their permit from one company to another without reapplying, because this would allow a business to be sold to a new owner who could inherit the water rights without additional review. In addition, the proposed regulation would allow violation of Ontario's own guidelines for Ministries on consultation with Aboriginal Peoples. Therefore, I strongly urge the Ministry to reject the proposed changes to PTTW regulations, and continue to affirm that all new owners must apply for a new permit through a public, scientific, and Indigenous-informed review process. This will ensure that Ontario has critical protections for groundwater in the face of ecological uncertainty.
