I appreciate the opportunity to provide input on the proposed amendments to the Provincial Parks and Conservation Reserves Act, 2006, and the changes to the Historical Parks Act regarding the restoration of a heritage site in Wasaga Beach.
While I recognize the importance of preserving and promoting our cultural heritage and supporting local economic growth, I am concerned that the proposed changes may inadvertently compromise the protection of endangered species in the area—particularly the piping plover.
Piping plovers are listed as endangered in Ontario and have only recently returned to nest along the shores of Wasaga Beach after decades of absence. Their recovery is fragile, and they are highly sensitive to human disturbance, habitat loss, and environmental change. Any amendments to the PPCRA or HPA that could increase foot traffic, development, or shoreline alteration must be carefully assessed for their potential impacts on this species’ breeding success and long-term survival.
I urge the Ministry to:
Ensure that any restoration or tourism initiatives are subject to thorough environmental impact assessments specifically addressing endangered species protection.
Maintain or strengthen habitat protections under the PPCRA to safeguard critical nesting areas.
Integrate wildlife management and visitor education strategies to reduce human disturbance during breeding season.
Ontario has a responsibility under the Endangered Species Act, 2007, and the PPCRA’s own mandate to conserve biodiversity for future generations. Economic and cultural initiatives should be pursued in a way that fully protects the natural heritage values that make Wasaga Beach unique.
