Do not give away any of Wasaga Beach Provincial Park.
Provincial Parks, especially Wasaga Beach Provincial Park are the only reasonable access to the Great Lakes that the majority of Ontarians have left. The town of Wasaga Beach can easily revitalize itself by using their own land and purchasing private land as necessary to achieve their tourism goals. The town does not have to build and develop right on the shoreline. As a matter of fact, non-shoreline development would benefit from having the attraction of a provincial park which surrounds it.
Transferring ownership to the Town would end up with protectionist bylaws and attitudes that would make the beach area off limits to most Ontarians. Tiny Township and the City of Barrie are prime examples of municipalities that deny the general public, except their own ratepayers, reasonable access to the shoreline.
Environmental issues are also another driver to keep the beach under provincial control.
If this does get transferred to the Town, then it must be under the condition that all Ontarians have the exact same access, including cost and availability, as residents of the town.
