Bike lanes work, they provide people who do not own a car, typically lower income people another way to get around the city without the need to pay for a vehicle or very high insurance rates we're all familiar with in the city. The environmental implications section state that "Traffic and congestion are a major source of air pollution especially in urban areas." So why are designing roads to be used by people who drive rather than by people who bike. Wouldn't passing this have a negative impact on the environment? Induced demand works because it makes sense. Install safe bike lanes and we will have more people willing to use the lanes which will allow Bikeshare Toronto to expand. The city needs to innovate based on its needs and not of the interests of the provincial government that doesn't know the city well enough and disagree with those experts that have studied the city showing bike lanes work.
