Obviously this is a complicated issue and I don't pretend to be an expert but I've always liked cormorants. I find the proposed hunting timeline to be silly and dangerous. I am not a hunter but frankly I don't think anyone will leave with 50 in a day and it proposes risk to other species as well as humans.
I've shared a link to an article below that suggests cormorants may have existed in far greater numbers pre-European contact which is certainly something I think should be taken into consideration.
