It will take time for municipalities to properly develop Official Plans that include wind turbines and solar projects. In the interim any project should require more than just that it does not contravene existing zoning by-laws. They should require formal approval from the municipality until the time that the zoning by-laws have been amended to cover such projects since they were not subject to municipal planning previously.
Municipalities should be encouraged in the by-laws to deal with setbacks for wind turbines and solar projects.
Consultations with municipalities by renewable energy developers should not be kept secret, but should be open and transparent.
Any modification or existing renewable energy developments should also be subject to municipal approval.
