Toronto, despite what this government thinks, is a biking city. I woke daily to work and already deal with a massive absence of bike lanes to get there. I have to deal with drivers who do not respect cyclists, do not share the road and consistently do not check mirrors. My options to get to work via bike are very much out of the way to already prioritize vehicle traffic and run through areas of downtown which are dangerous. This will completely stop any new additions to the city. They will not be installed on side streets given this government's track record despite what they say. If you want to get traffic moving, look at the worst offenders such as blocking the box, and insane amount of construction removing lanes and general unlawful parking/stopping. People stopping/parking in existing bike lanes is not only dangerous, but it drives cyclists into lanes of traffic further causing more lane use.
