I oppose these changes and Bill 5 should be repealed.
A registration rather than a permitting process is only going to make it easier for people to get lost, without any eyes on the activity. Similar to the EASR process, things slide through the cracks, and don't get checked on for years because nobody reads through the registrations.
Also making it so migratory birds only fall on the federal governments jurisdiction makes it harder, as they do not have boots on the ground the way Ontario does. Ontario has officers in each region ready to respond and the federal government does not have that privilege. So threats to migratory birds habitat and lives will fall solely on a federal government that does not have the resources to respond and it will be out of the jurisdiction of the local, provincial officers, leaving their hands tied and unable to respond.
