I support the proposed changes and hope that the promised streamlining and clarity will be a reality. Presently, the process is inconsistent, unclear, and in the end I do not think it actually helps species or their habitat.
Clear guidelines on what an 'exception', 'registerable activity' and 'permitted activity' are necessary for this new legislative framework to be successful in its objective to protect species and habitat.
Unclear and inconsistent application of the rules will result in a similar mess as the ESA. I urge the Ministry to provide training for it's non-enforcement staff (biologists and policy staff) as well as it's enforcement staff so that the on-the-ground messaging around the SCA and its regulations is clear and consistent.
I look forward to working under a new and hopefully clear framework.
