The Species Conservation Act is purposely weaker and less effective than the previous Endangered Species Act. Nevertheless, it must not be toothless - there must be extremely clear rules specifying when registration or permits are required for particular projects impacting a protected species, and specifying what counts as an impact, and which stakeholders can identify such impacts.
Species of special concern should be protected in some way, and at a minimum the impacts of projects upon them assessed and documented.
