There is no such thing as "core" habitat for most species. Habitat is that area needed by species to carry out life processes which includes breeding, foraging, hibernating or otherwise overwintering, and migration. The gaps in protection for species at risk resulting from this change away from ESA to SCA will result in more extirpations, faster. Ontario, instead of being a leader in Canada and internationally for conserving biodiversity while enabling sustainable development, will mark this moment in history as a step backward.
