I am a front-line engineer working under a Conservation Authority. The proposal describes structural consolidation but leaves several operational uncertainties. The following are some concerns I'd appreciate consideration on as this as it proceeds.
Little detail on day-to-day permitting and technical review during the transition, making responsible planning difficult for municipalities, applicants, and staff.
It is unclear how regional policies will account for documented local factors (e.g., topography, hazards, servicing, available local modelling information). Sub-regional treatment or similar mechanisms may be needed to retain critical nuance.
Policy/template alignment and systems migration can affect timelines; the approach to maintaining continuity is not described.
The location of technical decision-making (especially for complex or disputed files) remains undefined.
The extent of involvement by local CAs and municipal partners appears limited; early, practical engagement with front-line practitioners would help surface operational risks and reduce avoidable delays.
I believe there may be more value to tax-payers if there is committed funding to updating the information that developers need to inform if their lands are safe and accessible. Consultant engineers acting on their behalf may additionally share the same burden.
