Consolidation of the conservation authorities brings risk of loss of local, regional expertise. Conservation authorities are currently based on watershed boundaries, and are therefore have the best knowledge and jusdictional base to manage watershed-specific issues. New consolidation, if it moves forward, needs to have flexibility to let the subwatersheds make choices as they need to for best results, which at times will mean differing decisions and actions between subwatersheds within the same consolidated watershed.
