Bike lanes reduce congestion by taking cars off the road. As someone who is both a motorist, and a cyclist, I am much more likely to ride a bike (and therefore ease some traffic congestion) with safe infrastructure.
Further, there is a significant population of Ontarions who cannot afford cars. They will be riding bicycles either way (unless public transit is significantly improved), and removing safe cycling infrastructure will undoubtedly lead to more deaths from motor vehicle collisions.
Each municipality knows what is best for their community, and should be able to implement infrastructure changes as they see fit, in consultation with the community who uses it.
