I'm ok with the cities managing it, I don't see why the province has to get involved and require a separate public corporation along with allowing the Minister to force cities to do things a certain way. At that point this really becomes a conversation about whether municipalities need to exist at all or if we abolish them and let the province handle everything which I don't think they currently have the bandwidth to do.
