Traffic congestion is an issue and thats because there are too many vehicles on the road. Therefore the objective of any new legislation must be to reduce that volume by providing alternatives. One such obvious choice is to provide adequate funding to public transportation the other is to continue to build and maintain bike lanes.
Don’t put the cart before the horse.
