I have reviewed the proposed changes carefully. In general, I support streamlined bureaucracy - I work in municipal government and have first hand knowledge of the competitive edge that communities gain when they are able to respond quickly and effectively to development opportunities.
However, the proposed "open for business planning bylaw" that would be permitted under section 34.1 of the Planning Act includes non-application of several listed provisions. I am specifically concerned with Section 39 of the Clean Water Act. This is unconscionable. It represents a major step backward in the efforts of the Province of Ontario and the Conservation Authorities to protect drinking water. There have been literally years of research, scientific study and public consultation to get municipalities and residents to understand the potential long-term negative impact of development on drinking water. Please remove the non-application of this provision.
