Centralizing services never works well - no one's voice can be heard and there are too many differing agendas to get anything meaningful accomplished
Therefore no cost savings just confusion and poor services
No other entity is tasked with tying to manage and save us from natural disasters - which current weather patterns tell us there are going to be more of - again leading to costs rather than saving trying to recoup from the disasters of eroding river banks, tainted water tables, flooded neighborhoods etc
