Opposition to Grouping Lakehead Region with Southern Ontario
To the Public Input Coordinator,
I am writing to strongly oppose the proposed boundary for the Huron-Superior Regional Conservation Authority, specifically regarding the inclusion of the Lakehead Region Conservation Authority (Thunder Bay).
The proposal groups the Lakehead Region with conservation authorities as far south as Barrie, Owen Sound, and Lake Simcoe. This creates a governance region spanning over 1,400 kilometers. This is not a "regional" consolidation; it is a geographic disconnect that ignores the reality of Northern Ontario.
My specific concerns are:
1. Dilution of Northern Voices: The population density of the Southern Ontario partners in this proposed region (Simcoe, Grey, Bruce counties) vastly outnumbers the Lakehead Region. In a consolidated board structure, Thunder Bay’s unique Boreal forest challenges and distinct flood cycles will inevitably be deprioritized in favor of the high-development pressures facing the Southern partners.
2. Logistical Impossibility: How can a single board or administrative body effectively manage site inspections, flood warnings, and permit enforcement for watersheds that are a 15-hour drive apart? The "local knowledge" cited in your proposal cannot be maintained across such a vast distance.
3. Environmental Mismatch: The hydrology and land-use pressures of the Canadian Shield (Thunder Bay) are fundamentally different from the agricultural and urbanizing landscapes of Southern Ontario. Applying a "one-size-fits-all" policy across this specific region will fail to protect either environment effectively.
I strongly recommend that the Lakehead Region Conservation Authority remain a distinct Northern entity, or be grouped only with other Northwestern partners, rather than being appended to a Southern Ontario administrative region.
