This idea makes no sense.
It will do nothing but harm the regions that the conservation authorities are there to protect.
Taking care of the different areas really requires specialized knowledge, connections, and actions. The needs across Ontario are not uniform.
In a time where we are tearing down and paving so much greenspaces, the areas we have need real protection. Otherwise the animals end up in our way, as nuisances, the flood waters end up in our streets and basements. These protected Areas are where people go for recreation and relaxation and exercise. Connecting with a safe outdoors is so beneficial.
If this amalgamation occurs, it becomes far more likely that critical local knowledge will be excluded from key decisions, leaving communities more exposed to flooding and other environmental harms. With flooding being the costliest natural hazard in Ontario and expected to become an even greater threat in the coming years, this is a trend communities cannot afford.

Do not proceed with this ridiculous, nonsensical plan. Imagine all the wasted money and time it will take to implement this.
