My concern is that the proposal is focused on governance organization as the priority taking us further away from the actual work of the Conservation Authority.
Consistency is not necessarily a positive benefit as there is risk of losing the ability to address what are local issues. My concern is that human nature does dictate that each one of us want to control what can and can not be done with our property and if uneducated, and I am referring to the property owner, not the CA, we become defensive.
Of particular interest are hazard and associated risks and for example experience has taught us all that one shoreline is not the same as another and while decisions maybe easier, and maybe quicker, to the pleasure of an applicant, they may not be the best decision for a specific property and consequently there may be far reaching consequences.
There is no blanket formula to protect everyone. Bigger does not mean better. Losing local is most unfortunate.
