The ero document stated that inconsistency of the approval process across the 36 CAs, for building permits is a problem for developers. Every CA has a different process.
I would suggest a far simpler process than collapsing the current structure would be to mandate processes that are consistent across all 36 CAs.
If some CAs are missing tools or expertise, then provide those, and give them a chance to get up to speed.
Consolidation rarely results in saving administrative costs. It means adding highly paid layers of officials at the top rung.
Premier Mike Harris collapsed the local schoolboards of Toronto into one mega-board a few years back. Now it is so expensive to run, the current government has seen fit to take it over to try and gain back some efficiency.
The local expertise of lands and waters in the local CAs is a precious resource, and should not be squandered by this government.
