Considering the multitude of outstanding issues surrounding industrial wind turbines there is an obvious need for the establishment of an independent arm's length Office of the Ombudsman to manage and resolve Ontarians complaints and concerns. They must be able to:
-guide and support filing of citizens' complaints
-proactively follow-up and publicly report on progress
-make binding decisions
-protect citizens from arbitrary lawsuits by proponents,
-assess and award costs to affected residents in order to correct the huge imbalance in financial and legal resources between residents and those of multinational proponents
