Although the proposals for changes to the Ontario Building Code make an excellent start, additional items should be included in this proposal.
Under the “renovation” section for houses (residential) and buildings (both commercial and institutional), all window replacements should require a building permit. In addition, replacement windows should be “bird-friendly”, in other words, have bird deterrent marking so that the number of birds killed every year drops substantially.
In the “new construction” section for buildings and windows, again these windows and surfaces should also be bird-friendly. All reflective surfaces to a height of 30 metres should be required to have bird deterrent markings.
These bird deterrents can be easily incorporated into window films which reduce the heating and cooling losses for buildings.

The proposed regulations, which would be made under the Building Code Act, 1992, would establish changes for potential inclusion in the next edition of the Building Code (O. Reg. 88/19)
